Key Staff

John MacDonald—President and CEO.
Mr. MacDonald, founder of Impact Services Corporation, has spent the most of his adult life building Impact Services Corporation from a Ford Foundation demonstration employing fifteen, to a nationally recognized agency employing over 120 people. His entrepreneurial spirit has been  the engine behind Impact’s pioneering work in community economic development, and his leadership has been important in the establishment and growth of numerous organizations in  Philadelphia including Philadelphia Association of Community Development Corporations, Kensington and Allegheny Business Association, American Street Erie Avenue Business Association, Aramingo Avenue Business Association, Philadelphia's First Charter School for Literacy, Greater Philadelphia Scholastic Golf Association (GPSGA), and The First Tee Philadelphia. A graduate of Temple University where he earned degrees in both business and education, Mr. MacDonald is a passionate golfer, and a member of the Golf Coaches Hall of Fame.  He is a frequent conference speaker at regional and national economic development forums including the Business Roundtable, National Conference on Community Economic Development, and University of Pennsylvania’s International Business Forum.

Management Team

Edward Blaney—Controller and CFO.
Like Impact’s President, Mr. Blaney has devoted most of his adult career to building Impact Services Corporation.  Responsible for insurance and contracting as well as financial and treasury operations, Mr. Blaney brings exceptional knowledge and skill to his work. With an MBA in Accounting from St. Joseph’s University, a CPA honed by extensive experience, and more than a 30-year track record doing accounting in the non-profit arena, his expertise is invaluable to Impact.

Steve Culbertson—Director, Housing.
Steve joined Impact in 2006, greatly expanding its capacity  to do housing development. In addition to an extensive track record doing  housing production and development  while Executive Director of  Frankford Community Development Corporation and Director of Community Planning at  Asociación de Puertorriqueños en Marcha, he brings demonstrated strengths in policy and organization development  evidenced by his successful launch of the Philadelphia Association of Community Development Corporations in 1994. Steve earned a BA in Religious Studies from Brown University, and a Masters in City Planning from University of Pennsylvania. 

Richard Finch—Director, Veteran Services.
Mr. Finch assumed his position at Impact in 1997, after a 25-year career in the financial services industry, which culminated with the presidency of Diversified Investment Advisors' broker-dealer operation.  He is a graduate of St. Peter’s College in New Jersey and a Vietnam veteran who left the service with the rank of captain. He holds the Bronze Star for service, and two Army Commendation Medals. 

Randal Hofer—Director, Marketing.
Mr. Hofer joined the organization in April 2001, after a 23-year career in sales management, marketing and business development with Nationwide Formalwear, a regional retailer where he was extensively involved in implementing the company’s expansion program and developing staff training programs.  He has been a focal point for much of Impact’s successful work in building three business associations and related service programs. Mr. Hofer pursued a degree in business administration from Pennsylvania State University and holds a B.S. in Liberal Studies from Neumann University. He is currently studying for a M.S. in Stategic Leadership also at Neumann University.

Charles Jameson—Director, Employment and Training.
Mr. Jameson returned to Impact in 2004 bringing with him a wealth of national experience gained while serving as Vice President and Senior Operations Manager at ARBOR.  In addition to his strong administrative background, he has been extensively involved with the launch and operation of various large welfare-to-work programs including Impact’s EARN Center. In addition to a Bachelors from the University of Maine, Mr. Jameson holds a Masters in Public Administration from Penn State and a Masters in Human Services from Lincoln University.

Raynaud Jones—Director, Re-entry Programs.
A well-established member of Philadelphia’s community of social and human service providers, Mr. Jones joined Impact’s staff in 1999, going on to lead Impact’s successful participation in C.S. Mott Foundation’s Fathers at Work Initiative demonstration, which resulted in the establishment of Impact’s Re-entry Services for Ex-offenders Department and opening Philadelphia’s second One-Stop Center for Re-entry Services. Mr. Jones built his career in employment and career development on degrees in Psychology and Counseling from Temple University and Antioch Graduate School.

Phyllis Martino—Director, Community Development.
Ms. Martino came to Impact as the Director of Economic Development in 1992, after a dozen-year career in finance and planning at GE where she also chaired ELFUN’s Community Action Committee, and founded the School Partnership Program with the Camden School District. She became Director of Community Development in 2007, after a seven-year tenure as Impact’s Director of Program Development and leading the Heart of Kensington planning effort. She holds a degree in sociology from University of Connecticut, and an MBA in Finance and Planning from the Wharton School.
