Veterans Services

Impact’s programs for homeless and/or unemployed veterans fall into three categories:

Housing: Impact provides supportive transitional and permanent housing for homeless Veterans. All of these programs serve special needs homeless veterans with dual diagnoses (mental health and drug/alcohol addiction).

Impact provides supportive transitional housing for homeless Veterans through the VA Homeless Providers Grant and Per Diem programs and a McKinney-Vento Supportive Housing program with a capacity for 89 homeless veterans. One of these programs is the first community-based Dual Diagnosis Program offered in this part of the country.

Impact runs a McKinney-Vento Supportive Housing program that provides supportive permanent housing for up to 63 homeless veterans and offers case management from an on-site staff at Hancock Manor at 174 W Allegheny Avenue.

Lastly, Impact has developed a house to accommodate two graduates in permanent market-based housing. Both of the residents remain engaged with our veterans programs; one as a peer navigator and the other as a case manager. Impact is working to develop additional housing opportunities for Veterans including additional permanent housing units for Veterans families at the Impact Veterans Family Housing at 1952 E Allegheny Avenue.

Employment: Impact was awarded the first USDOL Homeless Veterans Reintegration Program in Philadelphia in 1993. DOL considers HVRP to be their most successful model for moving homeless veterans back into jobs. We have maintained this program continuously to the present day and have added other veteran employment programs in line with changing needs.

Outreach: Impact recruited its first participants through street outreach in the evenings but quickly converted to daytime outreach so that vets could be transported directly to medical, housing and training options as soon as they were assessed.

Over time Impact has developed close working ties with the local VA Medical Centers (Philadelphia and Coatesville), and found that they are an excellent source of eligible veterans for all of our programs.
